We are delighted to welcome international students to Vitus Bering Kamchatka State University!
Vitus Bering Kamchatka State University is the easternmost university in the Russian Federation, located in Petropavlovsk-Kamchatsky near the Pacific Ocean, volcanoes, rivers, and other natural wonders.

In 2022, the university joined the strategic academic leadership program “Priority 2030: Far East”, aimed at developing KamSU as a leading research, educational, and cultural hub aligned with the socio-economic development goals of Kamchatka Krai and Russia.

Over the past 10 years, the university has successfully built partnerships with institutions in Uzbekistan, India, Japan, and China. Students and faculty actively participate in internships, conferences, and international events abroad.
The university hosts international students from Kyrgyzstan, Uzbekistan, and China.
At Vitus Bering Kamchatka State University, students can engage in scientific research and pursue their interests across a wide range of academic and extracurricular activities.

State-Funded Education for International Students
Foreign nationals (non-Russian citizens) may study at Russian universities on a state-funded (budget) basis in the following cases:
  1. Within the quota established by the Government of the Russian Federation — through referrals from the Ministry of Education and Science of the Russian Federation.
  2. On equal terms with Russian citizens — applicable to citizens of the following countries:
  • Belarus, Kazakhstan, Kyrgyzstan, Tajikistan;
  • Holders of a Russian residence permit (RVP): Armenia, Uzbekistan, Ukraine, Moldova, Turkmenistan, Georgia.
Additionally, compatriots residing abroad (ethnic Russians or individuals with historical ties to Russia) may also apply on equal terms with Russian citizens.

Migration Support for International Students
  • Migration
    Registration
    • Within 3 days of entering Russia (if not staying at a hotel or with relatives/friends), submit the following documents to the International Projects Coordinator (international@kamgu.ru) for migration registration:
    • Migration card
    • Passport + notarized translation
    • Existing registration (if any)
    All foreign nationals must be registered at their actual place of residence within 7 business days.
    • Violation: Living at an unregistered address is illegal under Russian law.
    • Keep your migration card for the entire stay in Russia.
    • The migration card must state "Study" as the purpose of entry.
    Key Deadlines
    • Contact the International Projects Coordinator (international@kamgu.ru) at least 40 days before your visa/registration/migration card expires.
    • Notify the coordinator of every arrival/departure (including holidays), hospitalization, passport changes, or address changes—registration becomes invalid in these cases and must be renewed.
    Important!
    • If expelled for academic/financial reasons, you must leave Russia within 3 days of the expulsion order, regardless of visa/registration validity.
  • Migration Rules in Russia.
    1. Migration Card
    • Proof of legal entry. Do not lose it—keep it with your passport.
    • Issued free on planes, trains, or at border control.
    • Purpose of entry: Must be marked "Study."
    • Valid for the entire stay. Surrender it when exiting Russia; obtain a new one when re-entering.
    • If lost/damaged, request a duplicate within 3 days from the Russian Ministry of Internal Affairs (Kamchatka branch).
    2. Registration (Migration Record)
    • Mandatory for all foreign nationals at their place of stay.
    • Deadlines:
    • 7 business days after entry (general rule).
    • 90 days: Belarus, Ukraine.
    • 30 days: Armenia, Kazakhstan, Kyrgyzstan.
    • 15 days: Tajikistan.
    • Penalty: Fines of 5,000–7,000 RUB + deportation + possible 3-year entry ban.
    3. Renewing Registration
    • Submit documents 20 business days before expiry.
    • For private housing: The property owner must assist.
    • Contact international@kamgu.ru to request an Extension Petition.
    4. Visa Extension
    • Only student visas can be extended (not tourist, private, or humanitarian visas).
    • Initial 90-day single-entry visa must be extended immediately after studies begin.
    • Documents required (submit 40 business days before expiry):
    • 3x4 cm photo (white background).
    • Original study contract/direction (for state-funded spots).
    • Passport copy (all pages) + original.
    • Registration + migration card (copy + original).
    • 1,600 RUB state fee.
  • Post-Arrival Requirements
    1. Medical Check-Up
    • Mandatory within 90 days for stays >90 days. Tests include:
    • Infectious diseases (including HIV).
    • Drug use screening.
    • Cost: Paid by the student. Submit results to the Migration Department within 3 days.
    • Validity: 1 year. Repeat annually.
    2. Fingerprinting & Photo
    • Students: Within 90 days of entry.
    • Faculty: Within 30 days.
    • Location: Local Migration Department.
    3. Health Insurance
    • Mandatory voluntary health insurance (VHI) covering hospitalization and emergencies.
    • Cost: 1,500–3,000 RUB/year.
    • Penalty: 2,000–7,000 RUB (deportation for repeat offenses).
    Upon Expulsion
    • Leave Russia within 3 days of expulsion order.
    • If holding a multiple-entry visa, contact the coordinator to arrange a transit visa.
    • Overstaying leads to legal penalties.
